PORTSMOUTH, N.H. — For the past 15 months, a former resident has been mailing "lewd, racially and sexually charged packages" to a city police officer, according to Capt. Corey MacDonald.

Following an investigation, police on Wednesday arrested Stephen Toole, 45, of 217 Main St. #3, Rochester, on a Class A misdemeanor count of stalking. The charge alleges Toole mailed more than 10 packages to the officer, MacDonald told the Portsmouth Herald.
